East Asia Clean Air Cities (EACAC)

A joint initiative by ICLEI East Asia Secretariat and Seoul Metropolitan Government to accelerate local actions against air pollution through regional multilateral cooperation.

Background

One in eight people died of air pollution-related diseases in 2012, making air pollution the world’s largest single environmental health risk. In two of the world’s most polluted capitals Beijing and Ulaanbaatar – both in the East Asia region – the impacts of air pollution are also becoming more visible.

As long distance transboundary pollutants are recognized as one of the main sources of air pollution in the East Asia region, cross-border cooperation of neighboring countries is urgently needed. The EACAC is a response to this need for regional cooperation over air quality improvement.

Program

A city-to-city exchange and collaboration program through multilateral cooperation between local governments, partners and solution providers from the academia and industry.

The program will be officially launched at the Northeast Asia Forum on Air Quality Improvement in Seoul, 19-20 May 2016.

Objectives:

  • To establish a regional cooperation mechanism for East Asia cities to tackle air pollution effectively through city-to-city collaboration
  • To support East Asian cities to identify problems and get access to up-to-date information and knowledge on air quality improvement by facilitating the exchange and cooperation between cities, experts and companies

Activities:

  • Joint research and study to understand current challenges of East Asian cities and cooperation areas to tackle air pollution
  • Online platform to share information and experience, provide technical solutions and monitor progress
  • East(Northeast) Asia forum to share the know-how and experience on proven measures at the local level and to bring international experience to the region
  • Capacity building program for local government officers to provide knowledge and policy tools and to learn from the experience of other cities
  • Case studies on advanced urban policies and programs to promote achievements of cities and to encourage peer learning
