The ICLEI East Asia Secretariat has launched the Energy-safe Cities - East Asia Program in October 2014 – to initiate a rapid transformation to low-carbon, resilient, and safe urban energy systems in East Asian local governments. Through this multi-year, multi-stage program, local governments from the People’s Republic of China, the Democratic People's Republic of Korea, Japan, Mongolia, and the Republic of Korea shall explore locally specific and sustainable pathways for attaining 100% renewable energy supply systems by the year 2030.
East Asia local governments participating in the Energy-safe Cities – East Asia Program shall explore the specific scenarios – technologies, strategies, and best practices – for improving energy efficiency and attaining 100% renewable energy supply by 2030.
The Energy-safe Cities – East Asia program was launched with the Expert Symposium held in Beijing on 28-29 October 2014. The Expert Symposium brought together over 70 participants, including industry and academic experts in energy sustainability, and representatives from 11 local governments in East Asia – People’s Republic of China, Japan, Mongolia, and Republic of Korea – who engaged in an interactive dialogue on the best practices, technologies, and strategies for attaining energy-safe cities: 100% renewable energy cities.
Local Scenario Workshops for cities
In the second stage of the program – the local scenario exercise – ICLEI will assist the local governments in collecting and organizing data on energy sources and uses with urban areas to create a baseline of the energy stocks and flows. Subsequently local scenario workshops will be conducted in each city with the help of international and regional energy experts, to build the technological pathways or scenarios for improving energy efficiency, reducing and efficiently managing urban energy demand, and ultimately transforming the urban energy supply to 100% renewable by the year 2030. Energy-safe Cities Network Symposium
The local scenario exercise will culminate in the Energy-safe Cities Network Symposium, to be tentatively held in October 2016, where local governments will share their insights and technological pathways from the local scenario exercise. Local governments will also establish a regional network of energy-safe cities with robust scenarios for rapid urban energy transformation and connect with cities inter-regionally that are undertaking similar goals for 100% renewable energy supply.
Preparation for Strategic Action Plans for 2030
In the third stage of the program spanning 12 to 15 months after the Energy-safe Cities Network Symposium, ICLEI EAS and its partners shall guide those local governments that would like to integrate the technological scenarios into their energy sustainability plans and programs, and create systematic actions plans for achieving 100% renewable energy supply by 2030. These action plans may include a timeline of integrated short-term and long-term actions, listing the stakeholders, resources, tools/methodologies, verifiable outputs, and indicators for attaining 100% renewable energy supply by 2030.
Energy-safe Cities - East Asia Goal 2030 Conference
The local governments will announce their Strategic Action Plans for Goal 2030 at the Energy-safe Cities East Asia Goal 2030 Conference that will be tentatively held in October 2017. At this conference a regional platform shall also be established for mapping and monitoring Goal 2030 actions by cities in East Asia and provide a comparative picture of the regional progress toward Goal 2030.
