Green Public Procurement

ICLEI believes green public procurement is a key to achieving sustainable communities. We promote and support decoupling economic growth from resource consumption and environmental degradation, and contribute to improved human well-being and social equity.

We work through raising awareness, developing approaches, encouraging policy developments, and supporting local governments worldwide to enhance their GPP performances. 



GPP East Asia @ ICLEI

Since 2014, ICLEI East Asia has been working closely with East Asian cities and partners, bringing international expertise and experiences on GPP into the region.

In particular, faced with mounting pressure to address the issues of environmental degradation, pollution and natural resources depletion resulting from rapid economic development, major changes related to green procurement have been made in China since 1990. Through our programs and projects, we have also expanded our works on GPP to China.

The 10 Year Framework Programme on Sustainable Public Procurement (10YPF on SPP) is led by UN Environment, and co-led by ICLEI and the Korea Environmental Industry and Technology Institute (KEITI).

The Working Group 1A Project: GPP Implementation and Impact Monitoring is designed to support Chinese and Korean cities to enhance local GPP implementation. The project was officially launched during the seminar GPP for Local Sustainable Development in June 2017.

EcoProcura© China is ICLEI East Asia's flagship conference on green public procurement. Since 2014, we have successfully organized two international forums on municipal green public procurement in China.

Established in 2015 by ICLEI East Asia as the China GPP Partnership, the platform was modified and expanded under its new name of Procura+ East Asia, designated to support and connect local governments and public authorities in East Asia to enhance sustainable and green procurement.

Held on 17 December 2013, the 3rd Talk4Action on Green Procurement gathered city representatives and experts to exchange knowledge and promote GPP in East Asia.





GPP Worldwide @ ICLEI

ICLEI has been working on green public procurement worldwide for over 20 years. Globally, ICLEI is not only a member of the European Commission’s Green Public Procurement Advisory Group, but also co-founder and Vice-Chair of the International Green Purchasing Network (IGPN).

We have made fruitful achievements through our programs and projects including: 


The EcoProcura conference series is the only European-wide forum that promotes dialogue on strategies amongst purchasers from governments of all levels, suppliers and policy-makers, multipliers on strategies, latest practical solutions on SPP. The series has been replicated in China, and an international EcoProcura Conference is under development.

The Global Lead City Network on Sustainable Procurement (GLCN) brings together leading cities worldwide to share and develop their capabilities to implement sustainable and innovation procurement, driving a transition to sustainable production and consumption.

The Global Sustainable Procurement Centre coordinates ICLEI’s activities on sustainable procurement. It supports local governments with implementing sustainable procurement, exploring new approaches, and encouraging policy developments.

Procura+ is a network of active public authorities working on sustainable and innovation procurement. It facilitates knowledge and experience exchange between participants, offers direct support to cities, and shares local government’s achievement internationally.
