Green and Sustainable Public Procurement

Green and sustainable public procurement is about using public spending to achieve social and environmental objectives and strategically using the public sector's economic power to catalyze innovation in the private sector. 

Green and sustainable public procurement is a key to achieving sustainable communities — it is about using public spending to achieve social and environmental objectives and strategically using the public sector’s economic power to catalyze innovation in the private sector. 

Globally, ICLEI has been working on green and sustainable public procurement worldwide through raising awareness, developing approaches, encouraging policy developments, and supporting local governments to enhance their green and sustainable procurement performances for over 20 years.

ICLEI also acts as a member of the European Commission’s Green Public Procurement Advisory Group, and a co-founder and vice-Chair of the International Green Purchasing Network.

With every purchasing decision having an impact on the environment, the economy, and the society, more and more public authorities are seeking to leverage their purchasing power in choosing goods and services with low negative impacts, in addressing the calls to achieve climate and environmental goals, and contribute to sustainable consumption and production.

Since 2015, ICLEI East Asia has been working closely with local authorities and partners in the region, bringing international expertise and experiences in green and sustainable procurement into the region, where cities play critical roles in driving a sustainable and green economy with rapid economic growth and decentralization.

Objectives

ICLEI East Asia’s Green and Sustainable Public Procurement program is designed to support local governments and public authorities in the region to:

  • Leverage green and sustainable public procurement in achieving climate and environmental targets;
  • Gain an in-depth understanding of the national green procurement framework, and develop green and sustainable procurement strategies, policies, and relevant standards based on local needs;
  • Exchange experiences via off-line activities and online platforms, and establish solid links with experts in the field to obtain professional advice;
  • Showcase the local green and sustainable public procurement achievements by publishing case studies, participating in regional and international events, and the Procura+ Awards.
Activities

Procura+ East Asia

In 2015, ICLEI East Asia, together with Chinese and global Partners launched the Green Public Procurement China Partnership to scale up GPP implementation in China and has since then expanded our works by promoting the latest knowledge and practices of green and sustainable public procurement. In embracing more East Asian cities, ICLEI decided to reinforce the existing Partnership by expanding its structure in 2018, under the new name Procura+ East Asia.

 

EcoProcura East Asia

EcoProcura East Asia, formally EcoProcura China, is ICLEI East Asia’s flagship conference on green public procurement. Since 2014, we have successfully organized three international forums on municipal green public procurement in China. In 2018, we expanded the structure to embrace more cities in the region.

 

Global Lead City Network on Sustainable Procurement

The Global Lead City Network on Sustainable Procurement is a group of 14 cities committed to driving a transition to sustainable consumption and production by implementing sustainable and innovative procurement.

 

10YFP on SPP Working Group 1a Project

2016-2018, ICLEI supported two Chinese and one Korean jurisdiction to enhance local green public procurement implementation via the 10YFP on SPP Working Group 1a project.
