ICLEI East Asia Continues to Facilitate China–Uzbekistan Cities and Businesses Collaboration to Promote Regional Sustainable Development

The 2025 Carbon Peak and Carbon Neutrality Forum and Shenzhen National Low-Carbon City Forum, hosted by the Shenzhen Municipal People’s Government, took place from October 28 to 29 at the Shenzhen International Low-Carbon City. Under the theme of "Empowering Green Cities with AI," this year’s forum focused on multiple areas of sustainable development, including regional cooperation, green finance, and innovative technologies for sustainability. As a partner of the forum, ICLEI East Asia Secretariat actively supported the event by inviting a delegation of local government officials and business representatives from Uzbekistan to participate in the forum. It not only fostered exchange and collaboration between China and Uzbekistan in low-carbon urban transition, but also promoted joint efforts between East and Central Asia toward sustainable development.

  Uzbekistan is committed to achieving a green economic transition by 2030 and carbon neutrality by 2050. Uzbekistan is currently undergoing rapid urbanization, along with growing demand from the government and businesses for green transformation and low-carbon technologies. Shenzhen, a leading city for green innovation in China, possesses a wealth of experience and mature solutions. ICLEI East Asia Secretariat facilitates the alignment of Uzbekistan’s business needs with Shenzhen’s green and low-carbon solutions. At the Green and Low-Carbon Technology Roadshow and Project Matchmaking Session, Zhu Shu, Regional Director of ICLEI East Asia Secretariat, highlighted that during the 2023 Shenzhen International Low-Carbon City Forum, ICLEI had organized the International (Shenzhen-Central Asia) Zero Carbon City Industrial Cooperation Roundtable, which promoted policy dialogue and technology cooperation. He noted that this matchmaking event serves as another vivid example of ICLEI’s ongoing efforts to advance collaboration between cities and enterprises. Zhu expressed his hope that the event would further spark cooperation opportunities and lead to more mutually beneficial project outcomes.

  Jahongir Razzokov, Head of Department under the General Directorate of Economy and Finance of Tashkent City, Uzbekistan, delivered remarks at the session. He expressed his expectation for deepening cooperation between China and Uzbekistan in the construction of zero-carbon cities and low-carbon industrial development.

  During Green and Low-Carbon Technology Roadshow and Project Matchmaking Meeting, the Uzbekistan business delegation presented a range of green projects, including the EcoPure shower filter from Tash Kent Yong, expansion of EV charging ecosystem and deployment of solar energy centers from Tokbor LLC, autoclaved aerated concrete blocks production line from Eco Granit, integrated wastepaper and packaging paper production complex from Vostok-Merkuriy LLC, and the Tashkent rooftop photovoltaic collaboration project from Tashkent Invest Company. The delegation shared their technical and financial needs in advancing green transition and low-carbon development, seeking collaboration opportunities and green business solutions from Shenzhen enterprises.

  Following the session, the delegation visited three leading green enterprises in Shenzhen, including Tong Chanlixing New Materials Industrial Park, The Shenzhen Energy Ring - Longgang Energy Ecological Park, and Shenzhen Haizhuo Biotechnology Company. Through these site visits, the delegates gained insights into Shenzhen’s advanced low-carbon technologies in areas such as sustainable packaging materials, waste incineration and energy recovery, and eco-friendly farming. The delegation also had deep conversations with the enterprises representatives to discuss potential adaptation and transfer of relevant technologies to Uzbekistan.

  Through this forum and related events, representatives from cities and businesses from East Asia and Central Asia further strengthened exchanges and cooperation in the field of green and low-carbon development, building a closer partnership network that lays a solid foundation for advancing regional sustainability. Moving forward, ICLEI East Asia will continue to serve as a bridge — connecting local governments, linking technologies with needs, and turning ideas into action — to contribute to the region’s green transition and sustainable development.
