当前，全球城市正面临着城市化所带来的环境和社会等各方面的挑战，如何推动绿色、低碳、韧性和可持续转型成为当前城市发展的重要议题。在此背景下，全球环境基金第七期转型都市（UrbanShift）项目中国城市学院培训活动于2025年7月1日至3日在中国成都举行，由宜可城、国家发改委城市和小城镇改革发展中心、联合国环境规划署、世界资源研究所、世界银行等项目伙伴合作组织。
Cities and regions around the world are facing environmental and social challenges brought about by urbanization. Transformation towards a green, low-carbon, resilient and sustainable future has become an important issue in current urban development. Against this backdrop, GEF7 UrbanShift China City Academy will take place in Chengdu, China from 1-3 July 2025. This City Academy is led by ICLEI – Local Governments for Sustainability and China Center for Urban Development (CCUD), in partnership with the UN Environment Programme (UNEP), World Resources Institute (WRI), and World Bank.
本次活动将汇聚来自中国、印度尼西亚和印度的全球环境基金第七期项目城市及其他相关城市的重要代表，针对亚洲城市的特点，围绕绿色繁荣社区和城市生物多样性两个平行主题开展培训和交流。此次中国学院将由全球环境基金第七期转型都市（UrbanShift）项目团队联合国内外专家共同授课，将为城市政策制定者提供可持续发展建设领域的学习、交流与分享平台。
This event will bring together national government representatives and city practitioners from GEF6, 7, and 8 cities to participate in a series of training and capacity-building activities aimed at promoting sustainable development. Attendees will have the opportunity to discuss the challenges faced by cities in the region and jointly study effective solutions to promote. The Academy will offer two parallel themes: Green and Thriving Neighbourhoods and Urban Biodiversity.
主题一：绿色繁荣社区
本课程旨在为城市规划和管理人员提供应对城市人口高密度、快速工业化和气候脆弱性等发展问题的工具。本课程基于中国、印度和印度尼西亚城市的发展案例，将社区作为关键切入点，推动实现可持续城市转型。课程参与者将学习综合的城市规划方法，共同探索提高气候适应力、社会包容性和经济繁荣的方法。
Topic 1: Green and Thriving Neighborhoods
The Green and Thriving Neighborhoods City Academy is an immersive, action-oriented course designed to equip urban planners and practitioners with the tools to address the diverse challenges of high population density, rapid industrialization, and climate vulnerability in Asian cities. Drawing on examples from Chinese, Indian, and Indonesian cities, the City Academy emphasizes the neighborhood approach as a scalable and adaptable framework to achieve sustainable urban transformation. By focusing on neighborhoods as key entry points for change, participants will explore integrated urban planning strategies that collectively enhance climate resilience, social inclusivity, and economic prosperity.

以“将城市生物多样性纳入城市发展规划：数据、融资、财务和实施”为题，该课程旨在提高城市管理者对城市生物多样性的重视以及将生物多样性纳入城市规划的能力。它还将重点介绍切实可用的资源和工具，并促进城市之间的知识交流和学习。培训将包括技术演示、参与城市和外部专家的案例研究、引导式讨论和互动练习。
Topic 2: Urban Biodiversity
The in-person Urban Biodiversity training at the UrbanShift China City Academy is titled “Integrating Urban Biodiversity into Urban Development Planning: Data, Accounting, Finance and Implementation Considerations”. The training is structured intends to build the capacity of city officials about the importance of urban biodiversity and how to integrate biodiversity considerations into traditional urban planning. It will also highlight useful and timely resources and tools available to cities and promote knowledge exchange and learning between participating cities. The training will consist of technical presentations, case study presentations from participating cities and external experts, facilitated discussions, and interactive exercises.
